Position Overview
Accountability Lab Pakistan is seeking a technically skilled Project Finance Officer to manage the financial operations of donor-funded projects. The primary responsibility of this role is to ensure transparency, accountability, and compliance with organizational and donor financial policies. The role will support effective project implementation through budgeting, financial monitoring, reporting, and guidance to project teams.
Core Responsibilities
Financial Management & Monitoring
- Maintain accurate financial records for project expenditures in line with organizational policies and donor guidelines.
- Manage the financial operations of grants across the full grant lifecycle, from planning and implementation to close-out.
- Monitor budget utilization against approved project plans and identify any deviations.
- Track project expenditures and flag budget variances to project management in a timely manner.
- Prepare monthly, quarterly, and donor-specific financial reports for internal review and donor submission.
Compliance & Audit Support
- Ensure proper documentation, filing, and archiving of financial records for audit and donor review.
- Support internal and external audits by providing complete and accurate financial documentation.
- Ensure compliance with donor regulations, contractual obligations, and internal financial policies.
Coordination & Financial Guidance
- Maintain regular coordination with sub-grantees and partners to collect financial data in line with donor requirements.
- Provide financial guidance and support to project staff on budgeting, expenditures, and financial reporting processes.
- Support project teams in financial planning to enhance program efficiency and effectiveness.
Capacity Building & Process Improvement
- Identify opportunities to strengthen financial processes, reporting templates, and tools.
- Support training of project staff on financial procedures, compliance requirements, and donor regulations.
Qualifications & Experience
- Educational Requirements: Bachelor’s degree in Finance, Accounting, Commerce, Business Administration, or a related field.
- Professional Certification: ACCA, CA Inter, ICMA, or equivalent (preferred).
- Experience:
- Minimum 2–5 years of relevant experience in project finance or accounting.
- Experience managing donor-funded projects (UN, USAID, EU, World Bank) is preferred.
- Strong understanding of financial compliance, budgeting, reporting, and audit processes.
Required Skills & Competencies
- Strong numerical, analytical, and problem-solving skills.
- Excellent proficiency in financial software, Excel, and reporting tools.
- Understanding of donor financial regulations and compliance requirements.
- High attention to detail and ability to maintain accurate records.
- Strong communication and coordination skills for working with internal teams and external partners.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Salary Bracket
60,000 PKR – 70,000 PKR (per month)
