From AI-generated content to state-crafted digital narratives, platforms now shape what the world sees and believes about war. As verification struggles to keep pace with virality, truth itself becomes contested. This blog examines how algorithms have emerged as silent actors in modern warfare.

A little over a week ago I was outside Pakistan on an official assignment when tensions in the region began escalating rapidly. Like many people traveling abroad during a crisis, my primary window into events back home was not television briefings or newspaper headlines. It was social media.
Scrolling through my phone in a hotel room, my feed had transformed into a battlefield of narratives. Beneath each post were thousands of comments reacting with outrage, certainty, grief and patriotism. Posts were appearing faster than anyone could verify them. The same clip circulated with three different captions. A dramatic image that spread widely was later revealed to be from an entirely different event. By the time corrections appeared the narrative had already taken hold. The more I read the less certain the picture became.
In the digital age warfare now extends into our screens. Governments and militias no longer only exchange missiles. They exchange narratives and increasingly these narratives shape global perceptions of the conflict itself.
In recent days for instance social media was flooded with conflicting claims that Israeli Prime Minister Benjamin Netanyahu had died after a strike. Others argued that the videos circulating online were AI generated fabrications. In the absence of authoritative confirmation millions of users were left navigating a familiar dilemma of the digital age. When information spreads faster than verification truth becomes difficult to locate.
At the same time the information battlefield has expanded beyond rumors and citizen speculation. Governments themselves increasingly participate in this digital narrative war. Analysts have documented how Iranian state media circulated anime style videos narrating the martyrdom of Ayatollah Ali Khamenei and depicting Mojtaba Khamenei’s return. These productions illustrate how political narratives are now packaged in visually dramatic formats designed for algorithm driven platforms.
Meanwhile official U.S. communication has also adopted a more stylized digital propaganda approach. For example political accounts associated with former U.S. President Donald Trump shared highly edited clips portraying military strikes through video game like visuals and cinematic effects designed for viral circulation online. When state actors themselves participate in this algorithmic spectacle the line between information, narrative management and psychological influence becomes increasingly blurred.
Information Ecosystems
Historically warfare was understood through territorial control and military capability. Strategic victory meant securing cities, infrastructure and borders. In the digital age however control over narrative has become almost as consequential as control over territory.
Analysts warn that AI driven misinformation is one of today’s most significant risks to democracy. The World Economic Forum’s Global Risks Report 2024 identifies manipulated information as the leading short term threat capable of disrupting electoral processes and triggering civil unrest and distrust.
In practice this means social platforms such as Meta, X formerly Twitter, TikTok and YouTube have evolved into global information infrastructures where conflicts are interpreted in real time. Billions of users encounter war not through frontline reporting but through algorithmically curated feeds.
Understanding this shift begins with acknowledging AI and algorithms as new actors in conflict dynamics. Advanced language models and image generation tools make it easy for almost anyone to create convincing content. Deepfakes and AI generated videos or audio of political leaders are now widely discussed threats.
Even without deliberate fabrication AI tools can amplify rumors. Large language models can produce endless versions of a narrative while automated accounts flood comment sections with coordinated talking points. Analysis from the Carnegie Endowment highlights that generative AI allows actors to rapidly propagate disinformation and malicious narratives at scale.
I have personally seen how quickly an AI generated graphic can spread. In some cases it is shared by media personalities as fact before anyone realizes it is fake. Once the content is released algorithms continue promoting it if users click on it comment on it or share it.
Engagement Economy and Polarization
This new form of warfare is fueled by the economics of attention. Platforms like Meta, X, TikTok and YouTube constantly adjust their algorithms to maximize user engagement.
Research from the Knight First Amendment Institute highlights how social media algorithms reward posts that trigger shock emotion or controversy. A 2026 analysis showed that TikTok does not necessarily attempt to change users’ beliefs. Instead it repeatedly reinforces emotional responses. Empathy anger or fear are signals the system recognizes and feeds back into the user’s stream.
In practice this means that short graphic videos of war scenes or highly moralized memes spread rapidly not because they are accurate but because they trigger strong reactions. As one analyst noted content succeeds when it stimulates emotion and visibility follows engagement.
Algorithms continue feeding users more of what they appear to want while users become unwitting amplifiers spreading these narratives for social validation. In conflict situations this dynamic becomes particularly volatile. Graphic imagery emotionally framed narratives and simplified moral binaries travel faster than verified reporting. Nuance rarely goes viral.
Rise of AI Generated Conflict Narratives
The convergence of AI production tools and algorithmic amplification is creating a growing crisis of trust. Even without obvious deepfakes the sheer volume of manipulated media is overwhelming.
Deepfakes can fabricate entirely new evidence. At the same time everyday AI tools can subtly distort reality. Images can be altered timelines can be rearranged and genuine footage can be taken out of context. Experts describe the result as an emerging form of information disorder.
If algorithms shape visibility generative AI is transforming the production of information itself. These technologies significantly lower the barrier for producing propaganda at scale.
Policy researchers at the Brookings Institution warn that deepfakes could falsify military orders manipulate public perception or provoke escalation during international crises. A recent analysis from the Carnegie Endowment for International Peace notes that the rapid growth of AI generated content is already reshaping democratic information environments by making it harder to distinguish authentic documentation from synthetic fabrication.
In this environment the problem is not simply misinformation. It is the gradual erosion of epistemic trust. When audiences cannot confidently distinguish real evidence from artificial content the entire information ecosystem becomes unstable.
The Algorithmic Fog of War
Military theorists have long used the phrase “fog of war” to describe the uncertainty surrounding battlefield decision making. In today’s digital environment this fog has expanded dramatically.
When thousands of competing narratives circulate simultaneously across digital platforms amplified by engagement driven algorithms establishing a coherent understanding of events becomes extremely difficult. By the time journalists separate fact from fiction social media users have already formed strong opinions.
Supporters on each side often see only the narratives that confirm their existing views. Search engines and social platforms may present completely different versions of the same event. This fragmentation of truth creates a volatile information environment.
In conflict zones such as Ukraine Myanmar or Gaza false narratives circulating online often spread faster than humanitarian appeals.
The 2025 India Pakistan crisis illustrated these dangers vividly. During a four day border escalation both sides experienced waves of AI generated misinformation. One viral image falsely claimed that India had struck Pakistan’s nuclear site and depicted a massive explosion at a facility. The claim spread so quickly that India’s defense minister publicly demanded UN action before the image was eventually debunked.
This algorithmic fog also entangles ordinary citizens. False content teaches people to distrust information broadly. Even when a fake is exposed the doubt often remains.
Implications for Democracies and the Development Sector
The stakes of this transformation are enormous. Democracies rely on a shared understanding of reality yet AI driven propaganda can fragment that shared space. The World Economic Forum’s Global Risks Report 2024 identifies misinformation and disinformation as among the most severe short term threats facing global societies.
For development organizations and humanitarian actors these dynamics introduce new challenges. Programs focused on governance peacebuilding and social cohesion depend heavily on credible information flows. Institutions with limited resources often struggle to counter the rapid spread of AI generated false narratives.
Even carefully documented field reports can be dismissed by online communities citing fabricated alternatives. Development practitioners must therefore operate in a communication environment where information visibility is shaped not only by credibility but also by platform incentives.
Investing in digital and media literacy has become increasingly important. Technology platforms must also improve transparency about how their recommender systems prioritize information during crises. Independent researchers and civil society actors require meaningful access to platform data in order to evaluate the societal impact of algorithmic systems.
For policymakers stronger regulatory frameworks are also necessary. Governments should require platforms to disclose data about viral content during conflicts and clearly label AI generated media. Policymakers can also support standards such as a Deepfakes Code of Conduct governing the official use of synthetic media or encourage multi stakeholder processes that assess the risks and benefits of AI driven information operations.
Regulation must balance innovation with caution since the speed of generative AI development is outpacing regulatory oversight and society’s ability to manage the consequences. Agile policy frameworks and international cooperation will be essential to monitor and counter foreign interference conducted through AI driven information campaigns.
Algorithms today help shape the first drafts of history by determining which images and narratives define a crisis. Without intervention they will continue to favor spectacle over truth.
Navigating this new reality requires a blend of technical understanding and strategic foresight. Without recognizing the growing influence of algorithmic systems the narratives shaping global conflicts may increasingly be determined not by evidence but by the hidden logic of the platforms through which we experience the world.
